Duplicated node agent skus when using custom image

**Describe the bug**
There are a lot of duplicated node agent skus when using custom image to create the pool

**To Reproduce**
When create the pool, choose custom image, and then list the node agent sku dropdown list.

**Expected behavior**
We should only display one type of node agent sku once, and possible sort it by alphabet order.
