no proxy config but still goes to the proxy server

**Describe the bug**
Gallery is not loading up.
Run wireshark on computer
It is sending traffic to the proxy.
internet options on the win 7 box is all unchecked no settings
batch explorer Edit <> Configure proxy is empty.
Should be going straight out to the internet.
Send traffic to proxy.

**To Reproduce**
Steps to reproduce the behavior:
1. open batch explorer
2. Click on Gallery
3. nothing populates
4. Start wire shark up
5. hit the refresh and look at wire shark, it is sending traffic to proxy.

**Expected behavior**
Should populate the Gallery with 6 programs apps to use
