**Describe the bug**
Application packages dont show up as an option on create pool
**To Reproduce**
Try to create a pool
**Expected behavior**
They do
**Screenshots**
Note that the app packages API isn't even queried in create pool
One note is that my storage account is a v1 storage account, could possibly be related to that.
