Description
The [README](https://github.com/Azure/Azurite/blob/master/README.md) says that after installing [the nuget package](https://www.nuget.org/packages/Azurite/) it will "immediately start [azurite] in a dedicated console window".
It's not clear from this when the emulator will start thereafter... when the project is loaded? Built? Run?
This is relevant to me because I want to control the emulator as part of a test: see [this StackOverflow question](https://stackoverflow.com/questions/55043372/testing-azure-blob-storage-using-azurite)
