I was able to snapshot an archived blob
### Steps to reproduce the issue?
1. Set a blobs access tier to archive
2. Create a snapshot of the blob

No
### Additional info
This is a pretty minor issue. Not blocked by it. Just pointing out a behavior discrepancy between Azurite and actual storage service.
