### Description
I was looking at an issue that should have been picked up by the idempotency tests (terraform plan --detail-exit-code is 0), and noticed it doesn't seem to be included in the E2E tests.
This is the example I was looking at:

Has this been removed intentionally, or is the plan to re-introduce this?
