Workbook that need a supporting .CSV

Guidance requested: reference CSV for standalone Workbook contribution

I'm preparing a community contribution for a standalone AIGovernance.json workbook (example name).

The workbook uses a small public CSV catalogue of known AI services/domains/processes via KQL externaldata(). The catalogue is intended to be maintained alongside the workbook and isn't sample log data.

I'd prefer not to create a full Content Hub Solution solely to package one workbook and its reference catalogue.

Is there a preferred location in this repository for runtime reference data supporting a standalone workbook? For example, should this live alongside /Workbooks, or is there an existing data/reference-data convention contributors should use?
