Description
updating the Azure Functions and Web Jobs Tools v15.0.40617.0 gives a error when running a Azure Function locally
> The program '[10992] dotnet.exe' has exited with code -2147450750 (0x80008082).
> The program '[10992] dotnet.exe: Program Trace' has exited with code 0 (0x0).
reverting back to v15.0.40608.0 worked as expected
