Execution Metrics only emitted for Consumption

We currently only emit these events for consumption functions not functions on dedicated plans. E.g. for a consumption based function app, executions are shown under the top level Monitor tab, and also accessible via the Function App overview page:


This data will be empty for dedicated plans. We should fix this so it's shown across the board regardless of plan. The lack of data is confusing customers (we've had CRIs asking if this is broken).
