Windows Users with special characters may have problems hosting the Functions locally

Description
When trying to debug locally the azure functions my npm could not be acceded (the dir and file exist)
So guess the problem is resolving the "á" in "Mário" in my user folder.
Btw after creating a new user(without a special character) it worked well.
