[Premium] Reduce Linux machine costs in the premium plan

Description
I just went through the premium plan creation wizard on the portal. It looks like EP1/EP2/EP3 instances cost the same regardless of whether the operating system is Windows or Linux. For App Service Plan instances, Linux machines cost nearly half the price of Windows machines. Since premium functions are hosted in an ASP, why are we paying the same amount for Linux?
