@Robzilla has identified some combination of VS setup steps that result in the error here: https://github.com/Azure/Azure-Functions/issues/1370#issuecomment-562991756
@Robzilla -- can you let us know what workloads you've selected during installation? I was able to see this screen by opening the Visual Studio Installer and clicking "Modify". Your comment above has a list of installed tools but that doesn't seem to map 1:1 here so I'm not sure how to reproduce it.
