Description
I'm trying to update a consumption-based plan's Function App max scaling factor to 1 (effectively a singleton) by configuring WEBSITE_MAX_DYNAMIC_APPLICATION_SCALE_OUT to 1, but that fails with 'Cannot change the site scaling-singleton to the App Service Plan WestEuropePlan due to hosting constraints.'.
Is WestEurope not supported for WEBSITE_MAX_DYNAMIC_APPLICATION_SCALE_OUT?

Research direction
The issue names WEBSITE_MAX_DYNAMIC_APPLICATION_SCALE_OUT, a consumption-based plan, and WestEurope; begin by reproducing the update with the setting set to 1 and compare the result with a supported region or plan. Done means documenting whether WestEurope supports the setting and, if not, identifying the applicable hosting constraint.
