Description

I'm trying to update a consumption-based plan's Function App max scaling factor to 1 (effectively a singleton) by configuring WEBSITE_MAX_DYNAMIC_APPLICATION_SCALE_OUT to 1, but that fails with 'Cannot change the site scaling-singleton to the App Service Plan WestEuropePlan due to hosting constraints.'.
Is WestEurope not supported for WEBSITE_MAX_DYNAMIC_APPLICATION_SCALE_OUT?
