Document best practices regarding storage accounts

Functions supports sharing storage accounts across multiple function apps, but in general this is not recommended in production environments unless your scenario involves creating thousands of function apps on a given subscription and you're hitting limits on the number of storage accounts that can be created. We need documentation that provides this guidance.

Also, there are a number of different storage account types. The documentation should explain what is supported, recommended, etc.
