Support for parametrization of storage account and container in storage event trigger

If storage event trigger supports parameterisation, we might be able to reduce the number of ARM template parameters for triggers in CI/CD when there are many triggers which points to same storage account, but looks for different file/folder and needs to be enabled/disabled individually based on specific use case.
