[Feature]: Use the Azure Policy community repo for custom definitions and initiatives

### Problem Statement

I see a lot of good potential custom policy definitions and initiatives I would want to use in my organization.
Would it be possible to also commit those definitions to the [Azure Policy community repository](https://github.com/Azure/Community-Policy)?

It would also automatically make them discoverable when leveraging [AzAdvertizer](https://www.azadvertizer.net/). It detects changes to the community repository and allows us to search and explore the custom policies shared by the community. I think your custom policies could benefit a lot of other people that are not using AzPolicyFactory.

### Proposed Solution

Transfer your custom policies over to the community repository or have some sort of sync process to keep the 2 repositories in sync whenever you update your custom policies.
