Collaboration with TestContainers community for a module to support the AppConfiguration emulator

After discovering an emulator was now available for Azure AppConfig, I was looking into the TestContainers.NET module support for using it as I was in the process of adding testing helpers for the other resource types we use.

It would be nice to see some collaboration with the TestContainers community and maintainers, specifically TestContainers.NET in my case, to get a module in place for the official emulator. I see there has been some activity in the past on this topic for the unofficial emulator, but as others have pointed out most of us would prefer to work with an 'official' emulator from the product team themselves and that's what we'd want a module for.
