**Is your feature request related to a problem? Please describe.**
We usually don't have direct access and/or permissions to our clients' Azure APIM REST API.

**Describe the solution you'd like**
Instead of the transformation connecting to Azure APIM REST API to create the components, I would like to have the option to create [APIOps artifacts](https://github.com/Azure/apiops) that we would be able to deploy to APIM through Azure DevOps or GitHub pipelines.

**Describe alternatives you've considered**
I know it is possible to deploy things to a separate, temporary, Azure APIM and, then, use the APIOps extractor to create the artifacts. But we could eliminate that step if the migration tool has the ability to create the artifacts directly.
