Description
As a fleet administrator I want to be able to set a day and time when an Update Run Gate will be automatically marked as completed so that the scope (Stage or Group) that is covered by the Gate doesn't start until that day and time.
Example use case: don't start the 'Test' cluster stage until Saturday at 11pm.
