[Feature] Upgrade readiness Checker and planner

Pre check validation on upgrades for all entry points : API, CL, TF and Portal

There is limited capability today in portal the plan is to provide end to end workflow and recommendations before upgrade that touches

- Quota
- PDBs (partial)
- Capacity
- API Breaking changes
- Component versions and breaking changes
- SubnetFul / IP capacity

and few more checks.
