[Feature] Cilium FIPS builds

**Is your feature request related to a problem? Please describe.**
Customers in a FedRamp environment will need FIPS compliant Cilium images (and related components) to run in their AKS environment. Additionally, enabling FIPS should be intuitive from the current AKS implementation with FIPS-compliant node pools (https://learn.microsoft.com/en-us/azure/aks/enable-fips-nodes) via `--enable-fips-image`
