[Feature] Capacity APIs integration with Node Auto Provisioning

Integration of NAP with Azure Capacity Recommendation APIs
- will provide improved Capacity-aware scheduling.
- improved SKU provisioning latency

Azure platform has multiple recommendation APIs including the Compute Placement Score, Spot Placement Score, and various other capacity recommendation APIs. This workstream will have NAP/Karpenter factor these recommendations into node provisioning and SKU selection logic. By design NAP already finds the cheapest capacity-available SKUs, however this integration with the recommendation APIs will allow for faster selection.
