[Feature] Cilium ingress being support on AKS with CNI powered by Cilium and ACNS

I would like to use cilium ingresses on my cluster that is configured with CNI powered by Cilium and ACNS.

**Describe the solution you'd like**
I would like to either be able to just deploy it directly, or enable the possibility to deploy it using the ACNS features.

**Describe alternatives you've considered**
Alternative will be for me to not use CNI powered by Cilium and ACNS, and instead rely fully on my own configurations using BYO CNI and installing Cilium directly, for going the managed ACNS part.
