[deployment safeguards request] Remove policy related to CPU limit

CPU limit is a controversial topic because it can easily lead to performance degradation due to throttling and is difficult to notice.

Personally, I believe that memory should be limited, but CPU should be set based on measurements and should not be forced by safeguards.
