[Feature] AKS EE v.next running in WSL leveraging WSL Containers for Linux containers

AKS EE should become a leaner solution because the current release is far too optimal from a resource consumption point of view.

**Describe the solution you'd like**
A future release of AKS EE could target to run in WSL for Linux containers, especially since WLS Containers is coming.
