Description
**Issue**
Unable to create full deployment after terminating a cluster. It keeps retrying to create the k8s cluster and fails at the step **Initializing kubernetes runtime in Linux node.**
**To Reproduce**
Steps to reproduce the behavior:
1. Create a scalable cluster with atleast 2 nodes
2. Terminate the cluster by using Remove-AksEdgeDeployment PS cmdlet
3. Reboot the physical machine
4. Try to create a new single node scalable cluster
**Expected behavior**
The cluster should be created

**Environment:**
- AKS Edge Essentials Version 1.6.384.0 (AksEdge-K3s-1.27.6-1.6.384.0)
- Kubernetes version [e.g. 1.24.3]
- Windows Host OS (please complete the following information):
- Windows Server 2019 Standard
- Version 1809
- Physical Machine
Is there any way to resolve this issue? Any workaround for now?
