**Describe the bug**
Providing KeyVault Resource Id in addon tab does not work - does not generate bicep command and no parameter in bicep linking it.

Start in the addon tab handling for the KeyVault Resource Id and trace how it produces the Bicep command and parameters. Verify the generated Bicep output for a supplied resource ID; done means the command is generated and the parameter links the deployment to that Key Vault resource.
