Upgrade quarkus version to 3.3.2

### Details
The latest successfully deployable version of Azure Function uses Quarkus 2.16.10.Final #5.
The reference example of Azure Function with the latest version of Quarkus 3.3.2 (https://quarkus.io/guides/azure-functions-http) is deployable, but does not work - API is not responding.
We need a working example of an Azure Function with Quarkus 3.3.2.
