Failed to log in to Azure

### Minimal steps to reproduce
Create your fork, spn, setup secrets, create a new branch, update deploy.yaml

### Any log messages given by the failure

Run azd provision --no-prompt
Error: not logged in, run `azd login` to login
Error: Process completed with exit code [1](https://github.com/larrywa/dotNET-FrontEnd-to-BackEnd-on-Azure-Container-Apps/actions/runs/4094239018/jobs/7060275922#step:5:1).

### Expected/desired behavior
Expected it to run since I did create my secrets etc. Made sure the secrets were named correctly.

Windows 11 Enterprise
