create a build script for each language

Create a CI build script for each language (Java, .NET, JS/TS, PY, Go) and then make sure each sample of that language is included. The CI script should be short and indicate its about build validation for that language and should include all samples for that language. It should fail if any one sample fails. It should use the latest github action versions.
