**Describe the issue:**
Run `azd pipeline config` fail in Dev Containers and windows, the error is as follows:
**Repro Steps:**
1. Run `azd init --template azure-openai-assistant-javascript`
2. Run `azd auth login`
3. Run `azd pipeline config`
**Environment:**
- Azd version: azd version 1.9.5 (commit cd2b7af9995d358aab33c782614f801ac1997dde)
- OS: Windows desktop and VS Code Dev Containers
**Expected behavior:**
Run `azd pipeline config` can successfully.
