Add an "Ask the Report" Feature

add Q/A feature the chat prompt that would do a RAG on the reversed eng. report:
It should default to the latest run or pick any previous runs.

Benefits:
Developer asks "What does BDSMFJL do?" → gets business purpose, features, user stories, business rules from the RE report
Developer asks "What are the acceptance criteria for checkpoint management?" → gets specific business rules
Developer asks "Which files handle DB2 operations?" → gets cross-file analysis
Far richer answers than the current template-based approach
