### Description

When DMS Is Restarted it loses Placement of Secondary Monitor.

### Expected Behavior

It Should not forgot / override display placement.

### Steps to Reproduce

1. Place Secondary Monitor On Top Of Primary Monitor.
2. Restart The DMS.

Reproduce the issue by placing the secondary monitor above the primary, restarting DMS, and checking whether the placement changes. Inspect the mentioned settings.json and session.json files to determine where display placement is persisted; done means the placement remains unchanged after a DMS restart.
