Add better support and functionality for Live Wallpapers

A built-in addition to the already existing wallpaper manager that adds support for Live Video Wallpapers.

### Use Case

Personally I enjoy using Live Wallpapers, and want to have a way to manage Live Wallpapers directly through DMS's wallpaper manager / selector.

### Proposed Solution

It probably wouldn't be hard to add functionality for live wallpapers, since hyprland already supports live wallpapers through tools like Waypaper and mpvpaper

### Alternatives/Existing Solutions

You could technically still setup a live wallpaper with Waypaper (At least I'm pretty sure), but built-in functionality would be nice.

Start by examining DMS's existing wallpaper manager and selector, then compare the live-wallpaper behavior provided by Waypaper and mpvpaper. Done should mean built-in live video wallpaper management works across the listed compositors, but the issue does not specify files, playback requirements, or acceptance tests.
