Cover Block: The width option doesn't work in the editor on free and personal plans sites

Description

### Quick summary

The cover block stays the default width in the editor if the site is on the free or the personal plans. This seems to be happening only in the editors (post/page and site editors), they appear as expected on the front of the site.

If you upgrade the site to the premium plan, the width works again.

### Steps to reproduce

1. Open the editor on a site with the free or the personal plan
2. Add a cover block and make it wide or full width.
3. See the width stays the same.

### What you expected to happen

The width should change accordingly with the option.

The width stays the default width.
