Consider Providing a Way to View and Edit the Site Administration Email Address in Calypso

Consider adding a method to view and change the site administration email address to the Calypso view of **Settings > General** for Atomic sites.

### Why

Many plugins use the site administration email address for various reasons. For example, some contact form plugins send form responses to the site administration email address by default.

For various reasons, the site administration email address could differ from the customer's WordPress.com account email address. For example, this can happen if a site is migrated in to WordPress.com using a plugin.

For this reason, it would be useful if the site administration email address could be viewed and changed in the **Settings > General** section of Calypso. Currently, the only way to edit the site administration email address for Atomic sites is to switch to wp-admin view.
