Add SFTP and Database Quicklink to the Atomic sites Dashboard

A lot of Atomic users do not how to locate SFTP and when they install a lot of plugins, they usually add more menu items making it difficult when trying to find it. Also, "Hosting and Configuration" does not specify that SFTP is there.

**Additional context**

Start by locating the Atomic sites Dashboard and the existing quick-link entry points, then trace how the Hosting Configuration screen is addressed. Add a dashboard quick link for SFTP and Database, and verify that it opens the Hosting Configuration screen and remains usable alongside other menu items.
