Note cell doesn't resize along with a column

Resizing note list column doesn't resize underlying cells.
Observed in both App Store version 2.11 and next release version 2.13

Reproduce the issue in the Simplenote macOS app by resizing the note list column and observing the underlying cells. Trace the note list layout from the column resize entry point, then verify that cells fill the available width rather than retaining a fixed width.
