Description

The menu bar and traffic light buttons never appear, when cursor is moved to the top of screen, in macOS fullscreen mode.

### Expected
When cursor is moved to top of the screen, the menu bar should appear

### Observed
The menu bar does not appear.

### Reproduced
> 1. Click green "Enter full screen" button
> 2. Move cursor to the top of the screen to trigger the menu bar
> 3. The menu bar and traffic light buttons never appear
