Description
### Details:
1. Open a long document
2. Scroll anywhere
3. Click over the note Above / Below (in the Notes List)
4. Use the Keyboard Arrows to get back to the note you've opened in (1)
As a result, the Keyboard Location will be restored, but an unexpected animation will be applied.

Research direction
Start by reproducing the four-step sequence in the macOS app with a long document, then trace the note-list selection and keyboard-navigation paths involved in restoring the keyboard location. Confirm the unexpected scroll animation and identify the relevant implementation and tests before making a change; done means the location is restored without that animation.
