Make clearer how to unpublish a page

Not clear how to un-publish note in OS X
Currently, "Publish to web page" button works as a toggle,

could either:

1) Make the button text reflect the publish status, "Publish to web page" / "Unpublish"

2) Update the description to say that pressing button again will unpublish

Start at the macOS UI entry point that defines the “Publish to web page” button and its description. Check the existing toggle behavior, then make the publishing state clear through the button label or explanatory text; done means a user can tell how to unpublish without guessing.
