Tags manual sort animation looks weird on a real device

In 4.36.0.0, on a real device (**not reproducible on Simulators**), it looks like new sorting order is firstly rolled back, and then applied:

### Reproduced
1. Have several tags
2. Disable tags alphabetical sorting
3. Try to sort the tags ~> their positions are restored after drag for a moment, and then applied correctly
