Description

### Expected
Publishing a note should not affect the note content. In this exact case, maybe it's even 'more expected' that an empty note should not be publishable, as implemented in macOS.

### Observed
If the note content was erased (and it turns to `New note...`), publishing this note will also result in reversal of previous content.

### Reproduced
1. Have a note with some content
2. Erase all content
3. Publish the note ~> content is restored.
