iPad: When popover is on screen, tapping on New Note button doesn't dismiss a popover

On iPad, when Note Information or Options popover is on screen:
* tapping on New Note button creates new note but doesn't dismiss a popover
* tapping on another button in the nav bar doesn't do anything. For example if info popover is open, tapping on options doesn't do anything.

### Expected
When popover is on screen:
* tapping on New Note button should dismiss it
* tapping on Info or Options button should open a respective popover.

Reproduce the issue on an iPad with the Note Information or Options popover open, then trace the New Note, Info, and Options navigation-bar button actions. Done means New Note dismisses the popover while creating a note, and Info or Options opens the respective popover when another popover is already visible.
