Searching notes does not search both tags and content

If I add a tag to a note which does not appear in the main text of the same note, I cannot locate that note with a search.

#### What I expected
When I do a search, my tagged note will show.

#### What happened instead
The tag does not show up in results.

#### OS version
1.3.7 on MacBook Pro and also on Windows app

No source file or test is named. Reproduce the issue by creating a note with a tag absent from its text, then search for that tag and trace the search entry point; done means tagged notes appear in results on the reported desktop platforms.
