Change order note

### What

I am requesting the ability to manually change the order of notes within a tag folder. Currently, the order is automatically set (by date, name, etc.), but I would like the option to reorder the notes manually based on preference.

### Why

This feature will allow users to organize notes based on their personal workflow or priority, which can be helpful in managing projects or tasks more effectively. It will provide greater flexibility and control over how information is organized within the app.

### How

An implementation idea could be to add a drag-and-drop functionality within the tag folder that allows users to reorder notes as needed. Alternatively, a "sort by" option can be included, allowing manual reordering.

The issue names no files, tests, or entry points. Start by locating the tag-folder note list and its existing date/name sorting behavior, then determine how note order is stored. Done means users can manually reorder notes in a tag folder and the chosen order is reflected when the folder is viewed again.
