Tag renamed in native can't be deleted in Electron/Web

### Expected
It's possible to delete a tag if it exists.

### Observed
If the tag was renamed in macOS native, it can't be deleted in Electron (but still can de deleted on iOS/Android/native)

### Reproduced
1. Create a new tag using any of four platforms
2. Make sure it has appeared in Electron
3. Rename the tag in macOS native (I've used 2.11)
4. Try to delete it in Electron ~> impossible
5. It's also impossible to delete it after app restart.

System Make: MBP 16"
OS: Win10 on Parallels Desktop | macOS 11.2.3
Simplenote app version: Both desktop 2.11.0-beta1 and same version in Safari 14.0.3

No file, test, or entry point is named. Reproduce the four-platform sequence in Electron, then trace the tag rename and delete handling to identify why a macOS-native rename leaves the tag undeletable; done means the renamed tag can be deleted in Electron after synchronization and restart.
