Widget: Stuck in "Loading notes..." when the device is rotated

The widgets for a To-Do List and Note List are a great addition to keep on the screen but freeze with "Loading notes..." when the device is rotated. There seems to be no recovery and the only option is to remove the widget from the screen. Opening and using the app normally seems unaffected.
Found on Galaxy Tab S8. Tested with both dark and light widgets.

Reproduce the issue by rotating a Galaxy Tab S8 with both the To-Do List and Note List widgets in dark and light modes. Trace the widget loading and recovery flow around rotation; done means both widgets leave "Loading notes..." and remain usable after rotation without removing them.
