Add pull down to refresh on the Filters page

### Expected behavior

Allow users to pull down to refresh on the Filters Page

### Actual behavior

Cannot pull down to refresh other than by opening each filter and then pulling it down.

### Steps to reproduce the behavior

Go to Filters, then pull down on the screen. Nothing will happen. You need to open a filter to get this functionality to work

Start at the Filters page in the iOS app and reproduce the behavior described on an iPhone or simulator by pulling down without opening a filter. Trace how the page currently handles refresh and make the top-level Filters page respond to pull-to-refresh, then verify that pulling down refreshes successfully without entering an individual filter.
