Remote Skips Chapters skipping by chapters on device in addition to remotely

### Expected behavior
When `Remote Skips Chapters` is enabled the modification of the skip button to include chapters should only affect use on Bluetooth devices. Skipping from the lock screen, control center or control center widget should only be for the seconds specified in the Player settings, Skip Forward.

### Actual behavior

When `Remote Skips Chapters` is enabled the settings for seconds to Skip Forward are ignored and skip is by chapter instead from the lock screen or control center of the iPhone.

### Steps to reproduce the behavior

1. Enable Remote Skips Chapters
2. Play a podcast episode with chapters
3. Pull down to see the control center and press the skip button
